One year after breaking ground in Canoga Park, wood framing is starting to take shape for a new apartment complex catering to middle-income renters from Alliant Strategic Development.

The project, called Pendant on Topanga, is named for its location at 7322-7340 N. Topanga Canyon Boulevard. The new development, which replaces a 1980s office building, will consist of a five-story structure featuring 149 studio, one-, and two-bedroom apartments above ground-floor parking for 109 vehicles.

HBA is designing the Pendant, which is depicted in renderings as a contemporary low-rise building clad in stucco and aluminum panels. Resident amenities would include a rooftop terrace deck, a central courtyard, and a recreation room.

As a requirement of the bond financing used for the project, the apartments are to be priced for households earning no more than 90 percent of the area median income level. Additionally, as the project made use of Transit Oriented Communities development incentives, 12 units are to be reserved as extremely low-income affordable housing, per a city determination letter.

Alliant Strategic broke ground on the Pendant in February 2023 concurrently with three other projects in Canoga Park, Van Nuys, and North Hollywood. Combined, they are expected to create more than 700 middle-income apartments between 2024 and 2025.
