Plans to bring a large apartment complex to a vacant site in Van Nuys are moving forward, with the publication of a new environmental study by the Los Angeles Department of City Planning.

Uncommon Developers, the applicant behind the project at 6728 Sepulveda Boulevard, is seeking approvals to build a new six-story structure on the roughly 95,000-square-foot property. Plans call for a total of 405 apartments in a mix of studio, one-, two-, and three-bedroom floor plans, ranging from 365 to 1,185 square feet in size. Parking for 556 vehicles would be located in a three-level, semi-subterranean garage.

Uncommon's entitlement application relies on Transit Oriented Communities incentives to permit a larger structure than allowed by zoning rules. In exchange, Uncommon would be required to set aside 41 of the proposed apartments as deed-restricted affordable housing at the extremely low-income level.

Works Progress Architecture is designing the 6728 Sepulveda, which is depicted in a rendering as a contemporary podium-type building featuring an amenity deck with a swimming pool, as well as addition open space at the roof level.

"The subtle massing articulation is highlighted with pops of salmon color that grounds the concept within a mid-century, warm-weather vibe," reads a narrative from the Works Progress website. "The concept evokes two serpentine masses and lie on top of one another. The undulating shapes cradle a south facing outdoor pool deck and create a podium connection with a [three]-story, open-air breezeway that continues the podium amenity to a corresponding north facing outdoor deck. Private balconies accent the façade and pulls the color pattern across the massing."

According to a timeline included with the environmental report, construction of 6728 Sepulveda is expected to occur over a roughly 28-month period. While a precise timeline will depend on other factors, the study analyzes a build-out period between the third quarter of 2023 and the fourth quarter of 2025.

The project is the largest in a handful of new projects from Uncommon and Works Progress, including a new 123-unit development proposed on Sunset Boulevard in Hollywood and a 260-unit complex now rising in Chatsworth.
