Harbor View House, a former senior living facility near the San Pedro waterfront, will be converted into a mix of apartments and retail space according to plans filed earlier today with the City of Los Angeles.

The proposed development - which comes from an entity known as Harbor House, LLC - calls converting the five-story, 107,000-square-foot building into 100 residential units - including eight units for extremely-low-income households - and approximately 14,717 square feet of ground-floor commercial space.  The project is being filed through the City of Los Angeles' Transit Oriented Communities program, which allows for increased density in exchange for subsidized affordable housing.

Downtown-based architecture firm Omgivning is designing the project.  A representative of the firm states that the project calls for renovating the major common areas of the building and preserving the original historic character of its lobby, gymnasium and dining hall.

The five-story structure, built in 1925, originated as a recreation center for servicemen at the nearby Fort MacArthur army base.  It was placed on the market last year for the first time in nearly a half-century, with an expected sales price of around $10 million.

The Harbor House development emerges as the Ratkovich Company moves forward with an ambitious remake of the nearby Ports o' Call Village as the San Pedro Public Market, featuring a mix of office space and retail.
