Prime Place, a builder and owner of student housing in Kansas, is expanding its footprint to Los Angeles.

Through an entity known as Elsey Partners, LLC, Prime Place has submitted an application to the Department of City Planning to construct a new apartment building at 1314-1338 W. Jefferson Boulevard, is located just west of the USC campus.  Plans call for demolishing six existing buildings to allow for the construction of a five-story edifice that would feature 129 residential units - 13 of which would be set aside as affordable housing - above nearly 2,000 square feet of ground-floor retail space and 69 parking spaces on two subterranean levels.

Renderings show a structure clad with brick facade, fiber cement panels, and stucco.  Two ground-level courtyards would create light wells that descend to street level, while open space amenities would be located at a rooftop deck.

The project was originally filed with the City in 2016 as a smaller 79-unit development, but was revised last year following the adoption of the Transit Oriented Communities program, which provides more generous incentives than a traditional density bonus.

Of the existing buildings at the project site - comprising 15 dwelling units - one has been identified for potential historic designation.  Plans call for that building to be relocated to a nearby receiver site in lieu of demolition.

A timeline for the project is unclear.
