A pair of small residential buildings dating to the early 20th century in Echo Park could make way for new affordable housing, according to an application submitted recently to the Los Angeles Department of City Planning.

The proposed project, which would rise from a corner lot just north of the Dream Center Foundation at 801 N. Waterloo Street, calls for the construction of a new seven-story building featuring 155 studio and one-bedroom apartments, all of which would be reserved for low-income households outside of one manager's unit.

The application makes use of the Mayor's Executive Directive 1, which provides a streamlined approval process and development incentives for affordable and permanent supportive housing projects.

Ottinger Architects is designing 801 Waterloo, which is depicted in a rendering as a contemporary low-rise structure with a C-shaped footprint wrapping a central courtyard. Plans also call for a rooftop amenity deck.

City records list the project applicant as 801 Waterloo Partners, LLC, a Del Rey-based entity.

The proposal comes at a time when Mayor Bass has touted Executive Directive 1 for facilitating applications for more than 7,000 units of new affordable housing citywide - though it remains to be seen how much of that total makes it to completion. A draft ordinance to make the provisions of Executive Directive 1 permanent was recently released for review.
