Two years after shelling out $24 million to acquire a development site near the Baldwin Hills Crenshaw Plaza shopping mall, Highland Park, Illinois-based 4S Bay Partners, LLC is moving forward with plans to build a movie studio.

An application filed in mid-January with the Planning Department details the proposed Stocker Street Creative campus, which would rise from a roughly five-acre property located at 3701 W. Stocker Street. Plans call for roughly 256,700 square feet of development, replacing 123,000 square feet of existing office and medical offices. New construction would include four soundstages with associated ancillary uses as well as 112,000 square feet of offices. Parking for 375 vehicles would be provided in a new garage.

Site activation would include new commercial uses fronting the corner of Santa Rosalia Drive and Stocker Street, as well as at the ground level of the new parking garage. Plans call for roughly 11,000 square feet of space, including a food court and non-specified retail and restaurant space. They would open onto an approximately 31,000 square foot courtyard at the center of the campus.

Los Angeles-based architecture firm JGM is designing Stocker Street Creative, which would include buildings rising up to 104 feet in height, and a modern look composed of concrete, painted stucco, glass, and perforated metal.

The project joins a handful of large developments poised to reshape the Baldwin Hills area in the coming years, which has seen an influx of new apartment buildings since the start of work on the now-finished Metro K Line. Harridge Development Group has approvals to add more than 900 homes, a hotel, and other commercial uses to the 42-acre Baldwin Hills Crenshaw Plaza mall property, while Hudson Pacific Properties is slated to build roughly 300,000 square feet of offices on the former Marlton Square site next door.
