A pair of single-family homes near the busy intersection of Sepulveda and Roscoe Boulevards in Panorama City could be razed and redeveloped with apartments, according to an application just filed with the L.A. Department of City Planning.

Mansour Toliyat of Ocean Bay Capital, listed as the owner and applicant behind the project at 8218-8222 N. Sepulveda Place, is seeking city approvals to build a new five-story structure featuring 33 one-, two, and three-bedroom apartments above parking for 26 vehicles.

Requested entitlements include Transit Oriented Communities incentives permitting a larger building otherwise allowed by zoning due to the site's location near high-frequency bus service on both Roscoe and Sepulveda. In exchange, Ocean Bay Capital would be required to set aside four of the new apartments for rent as extremely low-income housing over a period of 55 years.

GA Engineering is designing 8222 Sepulveda Place, which is depicted in renderings as a contemporary podium-type building largely clad in stucco. Planned amenities include a central courtyard and a rooftop deck.

The project site sits less than a mile south of Sepulveda Boulevard's intersection with Rayen Street in the North Hills neighborhood, where multiple properties have recently been redeveloped with income-restricted apartment buildings.
