A vacant supermarket near the 405 Freeway in Palms could be replaced with a mixed-use development, according to plans filed yesterday with the City of Los Angeles.

The 2.75-acre project site, located at 3443 S. Sepulveda Boulevard, is slated for the construction of a seven-story building featuring 409 residential units and ground-floor retail space.  The list of requested entitlements includes density bonus incentives, which would be provided in exchange for setting aside 11 percent of the total apartments at the very low-income affordability level.

The project applicant has also requested a master conditional use permit to facilitate alcohol sales at any shops or restaurants that may inhabit its ground floor.

The property's current owner is listed as an entity known as Balboa Cove Group LP, which is based out of the Westlake area.  City records show its latest date of sale as 2015.

Originally built in the late 1950s, the one-story building that currently stands at the project site housed an Albertsons supermarket until 2015, when the Washington-based grocer Haggen took over the location in its ill-fated West Coast expansion.  Since the demise of Haggen shortly thereafter, the building has remained vacant but for seasonal tenants.
