In unincorporated East Los Angeles, non-profit developer Meta Housing Corp. has broken ground on a new affordable housing complex at the intersection of Whittier Boulevard and Downey Avenue.

The approximately $23.8-million project, which replaces a parking lot at the northwest corner of the intersection, will consist of a three-story edifice containing 42 apartments above 1,161 square feet of ground-floor retail space.

According to a staff report to the California Tax Credit Allocation Committee, the project will include a mix of studio, one-, and two-bedroom dwellings priced for households earning 35 percent or less than the area median income.  Rents will range from $509 to $654 per month.

Gonzalez Goodale Architects is designing the contemporary low-rise structure.

Meta Housing recently completed construction of a companion development, the 71- unit Puesta del Sol apartments, at the southeast corner of the same intersection.
