Linc Housing Corp. is one step closer to building another affordable housing complex in Willowbrook.

At its meeting on July 11, the Los Angeles County Board of Supervisors voted to move forward with a development and disposition agreement with Linc relating to County-owned parcels located at 12617 and 12625 S. Willowbrook Avenue. That property, combined with an adjoining site at 12611 Willowbrook, would be redeveloped with a new three-story building featuring 51 apartments with ground-floor community space and a new parking lot. With the exception of a single manager's unit, all of the apartments are to be reserved for households earning up to 30 percent of the area median income level.

In addition, the Board has approved a $7 million loan from the County's affordable housing trust fund to facilitate the project's construction. Linc would tap other sources to cover the total $28.6 million cost of the project.

D33 Design & Planning is designing the apartment complex, which is shown in elevation plans as a contemporary low-rise structure with exterior finishes of metal, stucco, and concrete, with wood accents. Plans also call for a small garden along the southern property line.

According to an environmental study published last year by the Department of Regional Planning, construction of 12611-12625 S. Willowbrook Avenue is anticipated to occur over a roughly 21-month period, with occupancy of the apartments expected in 2025.

The project is the third in Willowbrook for Linc in recent years, following the neighboring Mosaic Gardens project and the Springhaven apartments at 118th Street and Wilmington Avenue.
