A vacant property located just northeast of Metro's Sierra Madre Villa Station is up for redevelopment with affordable housing, according to a pending presentation to the Pasadena Design Commission.

CPR Affordable Housing and Community Development, a San Diego-based developer, is looking to build a new seven-story building at 170 N. Halstead Street, featuring 48 apartments - all of which would be affordable save for one manager's unit - above ground-floor parking for nine vehicles.

Project entitlements would include density bonus incentives to permit a building with greater height and floor area than allowing by zoning rules, among other concessions.

Shelter Architects is designing the project, named the Rose Town Apartments, which would also include a children's play area, offices for staff, a computer room, and a lounge.

"The proposed residential building reflects a contemporary design with an upright rectangular form capped by a flat roof," reads a staff report to the Commission. "The design is supported by a simple material palette with reliance on colors to achieve visual interest and variation. The ground floor facing the street includes a three-story tucked-under entry plaza and children’s play area that are framed by tall three story high columns. This is a unique design feature and provides visual breaks along the street that begin to articulate the massing on the front façade."

Consideration of the Rose Town Apartments is only for a preliminary consultation, and no vote on the project is scheduled at this point in time.

The project is one of a handful of new developments in the works near Sierra Madre Villa Station, abutting a site at 3452-3488 E. Foothill Boulevard where Mill Creek Development is looking to build a mixed-income apartment complex with more than 200 residential units.
