Two years after rehabilitating an aging Chinatown building into creative offices, local real estate firm Redcar Properties is moving south towards El Pueblo.

Earlier today, the company filed plans with the City of Los Angeles to construct a residential-retail complex near Olvera Street.  The project, planned for a roughly one-acre site at 643 N. Spring Street, would create a mid-rise structure featuring 203 residential units and slightly over 21,000 square feet of ground-level retail space.

A case filing with the Planning Department describes the proposed development as a 102-foot tall building, seated above parking for 212 vehicles and 203 bicycles.

The project is further indication of the evolving landscape in Chinatown and El Pueblo, which has has recently witnessed the rise of mixed-use developments such as Blossom Plaza and La Plaza Cultura Village.

Perhaps the most significant change slated for the neighborhood is the ambitious Union Station master plan, which envisions an expanded rail terminal capped by commercial developments.
