A proposed permanent supportive housing complex in Hollywood has taken another step towards reality, with a vote today by the Los Angeles City Planning Commission.

Since 2017, non-profit developer PATH Ventures has sought to redevelop a homeless shelter at 5627 Fernwood Avenue with a six-story building containing 60 apartments - including 59 permanent supportive housing units and one manager's unit - with social services offices and 14 parking spaces.

The Architects Collective is designing the project, which is called the PATH Villas Hollywood.  Renderings depict a contemporary podium-type building with a U-shaped footprint wrapping around a landscaped central courtyard.  Other common spaces would include a community room and a rooftop deck.

City Planning Commissioners voted that the project qualifies as a Streamlined Infill Project, and can therefore make use of a streamlined approval process in accordance with SB 35.  Commissioners also voted that the project is statutorily exempt from the California Environmental Quality Act.

This is the second time the PATH Villas Hollywood has gone before the City Planning Commission.  In May 2018, the Commissioners rejected an appeal seeking to halt the proposed permanent supportive housing development.

The total cost of the PATH Villas was estimated as $33.7 million in a 2018 staff report by the Los Angeles Housing and Community Investment Department.

PATH Ventures is developing several affordable and permanent supportive housing developments across Los Angeles, with ongoing projects in Westlake and West Adams.

The project site is wrapped by an L-shaped property, where an eight-story, 185-unit market rate development is proposed.
