Nearly two years after receiving approvals to build a modest infill housing development in University Park, local developer Orion Capital is opting to start from scratch using the Mayor's Executive 1.

The project site, a vacant lot at 2323 S. Scarff Street, was previously slated for the construction of a four-story building which would have featured 10 four- and five-bedroom apartments above street-level parking for 18 vehicles. Revised plans, submitted in early January to the City of Los Angeles for review, call for building a taller five-story building which would feature 78 studio, one-, and two-bedroom apartments and no automobile parking.

While just one of the apartments in the original plan was slated to be reserved for rent by lower-income households, all of the apartments in the updated project would be set aside at below market rate. That makes the project eligible for density bonus incentives permitting a larger structure than allowed by zoning, and a larger project than originally proposed.

JPark Architects remains the architect designing 2323 Scarff, which would have an exterior of hardie board siding, brick terra cotta, and smooth white stucco. Plans show an amenity deck at the building rooftop.

Orion Capital, which is behind plans for numerous multifamily residential buildings in the neighborhoods surrounding USC, is not a stranger to Executive Directive 1. The developer recently initiated plans for a similar 70-unit affordable housing complex which would rise west of the USC campus at 1408 W. Jefferson Boulevard.
