Since January 2021, Abode Communities and AvalonBay Communities have lead the effort to redevelop the aging West Los Angeles Civic Center. Thanks to a vote by the Los Angeles County Board of Supervisors, they will have a bit longer to complete the process.

On November 7, the Board approved an extension of the exclusive negotiation agreement with the two developers from the previous expiration date of November 11, 2023 to March 22, 2024. That change, per a staff report to the Boar, was prompted by changing financial conditions relayed by Abode and AvalonBay, which have requested more time before entering into the ground lease for the site to allow market conditions to improve.

The project, known as West L.A. Commons calls for the construction of roughly one million square feet of new development across a nine-acre site bounded by Santa Monica Boulevard, Iowa Avenue, Corinth Avenue, and Butler Avenue. A full buildout of the project would include:

  • 926 residential units (including 495 market-rate and 431 income-restricted units);
  • 36,569 square feet of neighborhood-serving retail and restaurant uses;
  • 76,341 square feet of municipal offices; and
  • parking for more than 1,500 vehicles.

The report also indicates some changes to the development plan, most notably the relocation of the new Felicia Mahood Multipurpose Center to the ground floor of the municipal office building. That would clear up space for the addition of a public park to the project, which was previously expected to include more than 100,000 square feet of open space.
