Non-profit developer West Hollywood Community Housing Corporation has topped out on the first phase of the Westmore Elden apartments in Pico-Union, and is now beginning work on the project's second phase.  

Located on an L-shaped site at Pico Boulevard and Westmoreland Avenue, the phase one project consists of a seven-story building fronting Pico and a three-story building fronting Westmoreland.  

At completion, the project will offer 93 apartments reserved for formerly homeless persons and seniors making at or below 30, 40, 50, and 60 percent of  the area median income.  Plans call for a mix of studio, one-, two-, and three-bedroom units, with monthly rents set between $236 and $1,104 per month.

Completion is anticipated in late 2019.

The second phase of the project, which recently began work on an adjacent site at the corner of Pico and Elden Avenue, will consist of a second seven-story building with 93 apartments catering to the same population.

Urban Architecture Lab is designing both projects, which will have contemporary appearances and on-site supportive services for residents.

WHCHC also filed plans in October 2018 to construct another affordable development at 1035 S. Berendo Street in Pico-Union.
