A short walk east from Metro's Vermont/Beverly Station, prefabricated modular units have been assembled for one of the largest permanent supportive housing developments in Los Angeles history.

Flexible PSH Solutions, Inc. the developer behind the Enlightenment Plaza project at 316 N. Juanita Avenue, has made steady progress in the past year on two of the initial buildings of the complex: the Rousseau and Montesquieu apartments. Combined, the five- and six-story buildings will feature a total of 105 studio, one-, and two-bedroom apartments, according to Los Angeles Housing Department records.

KFA Architecture is designing the complex, which will also include a new central green space linked by pedestrian pathways which stretch out to surrounding street frontages along Oakwood, Madison, and Juanita Avenues.

The two under-construction buildings are the first phase of the project, which will eventually feature a total of 387 apartments across multiple structures. That represents a reduction in scope from the original plan for the site, which had called for up to 454 apartments.

A subsequent phase of the project was awarded funding from Los Angeles County earlier this year. The next phase, which would include up to 150 residential units, is named the Locke Lofts, continuing the philosophical theme of the project.

Enlightenment Plaza just west of the PATH Metro Villas supportive housing complex, a similar multi-phase complex which was completed in 2022.

The site is also located just east of an under-construction 490-unit complex featuring mostly market-rate units at 200 N. Vermont Avenue.
