A two-acre lot in South Los Angeles that has been vacant since the early 1990s could finally be in line for development.

The Economic and Workforce Development Department has recommended that the the City of Los Angeles enter into an exclusive negotiating agreement with 94B, LLC for the sale of the City-owned property at 9402-9422 S. Broadway.  The development entity is formed as a partnership between the firms Datum Development, LLC and Bollenbach Investments, LP.

Their proposal for the site, which also includes Community Health Councils and Morphosis Architects, would include 160 units of market-rate housing, a full-service grocery store, a hydroponic farm, and food-related retail space.

According to a staff report, the 94B, LLC proposal beat out competing bids for the property that would have resulted in approximately 70 units of affordable housing and street-level commercial space.

The subject property, originally part of a larger 4.2-acre site, was once occupied for the Broadway Hospital, which shuttered in 1988.  Other portions of the site have since been redeveloped with a trio of affordable housing projects.  Previous visions for 94th and Broadway have included plans for a full-service grocery store, although no proposals were ever realized.

Plans for the 94th and Broadway development are emerging as the Los Angeles Times reports that a similar revival of vacant sites at Broadway and Manchester Avenue is being held back by an absentee property owner.  Two developers hope to build either a shopping center or affordable housing at the intersection.
