A long-vacant property adjacent to Metro's 103rd Street/Watts Towers Station is finally slated for development, according to plans submitted yesterday to the City of Los Angeles.
The approximately 8.4-acre site, located at 10341 S. Graham Avenue, is jointly owned by Metro and an entity affiliated with developer Thomas Safran & Associates. The entitlement application filed with the Department of City Planning calls for building a five-story building on the site featuring 87 residential units - including 27 low-income units - and 7,611 square feet of ground-floor community space.
Thomas Safran & Associates ultimately intends to build four buildings on the property consisting of 196 apartments and community space. The later projects will be submitted for entitlements through a separate application.
Rumblings of a development at the Graham Avenue property first occurred in 2017, and were confirmed last year, when CRA/LA sold its stake in the property for $2.8 million. An analysis conducted by Metro found that the property could accommodate up to 290 housing units.
