The explosion of proposed developments in the Arts District has finally spread north of 1st Street.

According to a case filing with the Los Angeles Department of City Planning, the block bounded by Center, Jackson and Banning Streets is slated for a mixed-use complex consisting of 430 residential units - including 47 for very low income households - above 8,700 square feet of ground-floor retail space.

A tipster sends word that a limited liability company linked to Atlas Capital Group is listed as the property's owner.  Atlas, which inherited the Downtown real estate portfolio of defunct developer Meruelo Maddux, also owns the Arts' District's ROW DTLA and Chinatown's College Station.

Additional details about the project are unclear through city records.

The development is among the first residential developments to migrate to the largely industrial zone to the north of 1st, which is home to numerous city facilities and vehicle maintenance yards.  A prior attempt to develop the nearby Mangrove in Little Tokyo was scuttled by the global recession.
