A plan to bring green space to park-starved Koreatown is taking gradual steps forward, according to an agenda item from the City of Los Angeles' CRA/LA Bond Oversight Committee.

The City's Economic Worforce Development Department hopes to appropriate $3 million in CRA/DLA excess bond proceeds toward the proposed construction of a new public park adjacent to the Pio Pico Library at 694 S. Oxford Avenue.  The green space would rise on the library's half-acre parking lot, which fronts Oxford and 7th Street.

The proposal is somewhat of a consolation prize to Koreatown, where community members had previously sought to convert a vacant lot one block east at Wilshire and Hobart Boulevards into green space.  However, the City of Los Angeles was unable to proceed with the project following the dissolution of the former Community Redevelopment Agency.

The subject property is instead becoming a 346-unit apartment complex with retail space known as the Pearl on Wilshire.

A 2016 report from the Los Angeles Times indicated that the City has considered the project as either a pocket park or a larger green space above an underground garage.
