A proposed development which would replace a parking lot in Westlake with housing and commercial uses has cleared a key hurdle following the October 3 meeting of the Los Angeles City Council.

In a unanimous vote, the Council moved to adopt a Sustainable Communities Project Exemption for a proposed mixed-use development from Triumph Properties Group at 905 S. Beacon Avenue, thereby exempting the project from further review under the California Environmental Quality Act. The proposed project, which would rise at the southwest corner of James M. Wood Boulevard and Beacon Avenue, calls for the construction of a seven-story building which would feature 145 studio, one-, and two-bedroom apartments above 2,000 square feet of ground-floor commercial space and a two-level, 184-car subterranean parking garage.

Project entitlements, which have not yet been approved by Planning officials, would include Transit Oriented Communities incentives to allow for a larger building than otherwise permitted under the zoning  In exchange for the bonuses, 15 of the apartments as deed-restricted affordable housing at the extremely low-income level. Additionally, Triumph has agreed to se aside an additional seven apartments for rent as moderate-income households earning 150 percent of the area median income level, according to a letter of support issued by Councilmember Eunisses Hernandez.

Next Architecture is designing 905 Beacon, which would have a contemporary exterior composed of stucco, fiber cement panels, brick, and metal. Planned on-site amenities include a pair of rooftop decks, a dog run, and a podium-level pool courtyard.

The proposed development is similar in concept to other recent developments in Westlake and Pico-Union, including another mixed-use complex built a short walk northeast by 4Site Real Estate at 8th Street and Valencia Avenue.

Triumph Properties, according to its company website, also controls several additional parking lots near the intersection of James M. Wood and Beacon.
