After six years of quiet, a plan from Jade Enterprises to bring a new hotel and residential complex to a site near the L.A. Convention Center in Downtown is finally showing signs of life.

This week, the Planning Department published an environmental study for the South Park Towers project, which would rise from a property just north of the 10 Freeway at 1600 S. Flower Street. The proposed mixed-use complex, which would also front Venice Boulevard and Hope Street, calls for a pair of high-rise buildings featuring a 300-room hotel, 250 residential units, 3,200 square feet of ground-floor restaurant space, 10,000 square feet of medical offices, and parking for 288 vehicles.

AC Martin is designing the South Park Towers, which would include a 22-story hotel building which was previously announced as a dual-branded complex. Likewise, plans call for a and a 23-story residential building fronting Hope Street. Plans show a pair of contemporary glass-clad buildings, rising 260 feet in height, with landscaped amenity decks at the podium and roof levels, and other common features such as fitness centers and meeting rooms.

Construction of the mixed-use complex is expected to occur over a 32-month period, pending the approval of discretionary entitlements such as a transfer of floor area rights. The timeline considered in the environmental report was a start date in mid-2023 and a completion date in 2026.

While the project may have been contemplated in a different point in the real estate cycle, one thing remains consistent: plans to expand the neighboring L.A. Convention Center. The City of Los Angeles is working with AEG on the project, which would also involve an expansion of the nearby J.W. Marriott hotel complex.

While this would be the company's first hotel project, Jade has already shown itself to be a prolific developer of housing in Downtown, having completed three projects since 2018. Jade has also looked to build another high-rise complex at the intersection of 12th and Main Streets, as well as ground-up projects outside of Downtown in Beverly Grove and Hollywood.
