Six months after breaking ground near the L.A. Waterfront in San Pedro, rebar cages are cresting above street level at the site of a new mixed-use apartment complex from Trammell Crow Company subsidiary High Street Residential.

Vivo on Harbor, a joint venture with Principal Asset Management, is rising on the former site of a Grinder restaurant at 511 S. Harbor Boulevard. The completed project is to consist of an eight-story building featuring 137 studio, one-, and two-bedroom dwellings above 1,488 square feet of ground-floor commercial space and parking.

The mixed-use building was entitled using density bonus incentives to permit a larger structure than otherwise allowed by zoning rules. In exchange, 16 of the new apartments will be set aside as affordable housing at the very low-income level.

KFA Architecture is designing Vivo, with Duane Border Design serving as landscape architect. A rendering depicts the finished product as a contemporary podium-type featuring balconies along its exterior. Other amenities would include a rooftop clubhouse, a terrace deck, co-working space, a courtyard, and a fitness center.

The project team also includes general contractor Snyder Langston and engineering firms DFDA and VCA.

Comerica Bank provided construction financing for the apartment complex, which is on track for completion in late 2024.

Construction of Vivo follows a wave of public and private investments in San Pedro over the past few years, including the $36-million waterfront promenade, a new plaza in the works at Harbor and 6th Street, and a larger 375-unti apartment complex on Palos Verdes Street. Construction commenced last year for the West Harbor development, a sprawling project that will bring new shops, restaurants, and a 6,200-seat amphitheater to the former Ports O' Call property.
