This week, the Downtown Los Angeles Neighborhood Council's Planning and Land Use Committee will review a proposed mixed-use development flanking the Expo and Blue Line tracks in South Park.

A trio of property owners, lead by Leon Adhoot, filed plans with the City of Los Angeles earlier this year to redevelop a 30,000-square-foot property at 1400 S. Flower Street into a seven-story edifice featuring residential units above pedestrian-oriented commercial space.

The upper levels of the building would offer a collection of 147 studio, one- and two-bedroom apartments.  At ground level, the development is planning for either 6,700 square feet or retail and restaurant space, or five live-work apartments with a smaller 1,200-square-foot retail component.

Either option calls for an underground parking garage with accommodations for up to 160 vehicles.

Renderings of the proposed development, which is being designed by architect David Forbes Hibbert, depict a podium-type structure wrapping around a central courtyard.  Communcal features within the building would include a fitness center, a club room, an outdoor swimming pool and a rooftop deck.

A timeline and budget for the development have not been revealed.

The project site is located east across Flower Street from the Avant Apartments, a similar seven-story complex which occupies a trio of former parking lots near the Los Angeles Convention Center.  Another residential-retail building broke ground earlier this year at 1400 S. Figueroa Street.

The Flower Street development offers further evidence of the growth of Downtown's residential base south across Pico Boulevard, following a series of announced high-rise and low-rise projects from firms such as Jade Enterprises, FMB Development and Charles Company.
