The project, which comes from Toledo Capital Development, entails a property at 731-733 S. Boyle Avenue. Plans call for the construction of a five-unit apartment building - including one dwelling which would be set aside for a very-low-income household.
The subject property is already home to a two-story, four-unit apartment building. That building, which is more than 100 years old, would be retained under Toledo's proposal, and its current tenants would not be displaced.
The new apartments would be constructed out of prefabricated concrete boxes that would be moved to the site and assembled with a crane - a method that lowers construction costs and speeds build-out. The building would rise three stories above a basement structure, reaching a maximum height of 56 feet. Plans call for entirely one-bedroom units, ranging between 312 and 390 square feet in size. Common open space for residents would be provided at the back of the property.
Due to the compact dimensions and sloping topography of the project site, Toledo has requested an off-menu density bonus incentive to provide no on-site parking. The existing apartment building, constructed in 1916, also lacks on-site parking.
A staff report to the City Planning Commission recommends that the project receive approval.
