Following a recommendation from the City Administrative Officer, the Council voted unanimously to approve the release of $32.5 million in tax-exempt bonds to SRO Housing Corp. for a proposed development at 1230 W. Ingraham Street. The project, called the Ingraham Apartments, would consist of a seven-story structure containing 120 apartments for chronically homeless persons and homeless veterans, as well as one manager's unit.
KFA Architecture is designing the development, would sit atop a semi-subterranean parking garage with accommodations for 42 vehicles. Multiple community rooms are planned throughout the building, supplemented by a courtyard amenity space and a rooftop deck.
The Ingraham Apartments are already partially funded through a $12-million allocation from Proposition HHH - the $1.2-billion bond measure passed by Los Angeles in 2016 to fund the construction of up to 10,000 units of permanent supportive housing. The HHH funds represent approximately 20 percent of the project's total $60-million budget.
The development site is surrounded by a number of large sites which are slated for affordable and market-rate housing developments, including an adjacent property which has been approved for the construction of a 29-story tower.
One block west at 7th and Witmer Streets, a similar supportive housing development built by Deep Green Housing opened in late 2019.
SRO Housing Corp., which is headquartered in Westlake, is also developing supportive housing a few blocks north at 459 S. Hartford Avenue.
